Where we started
The Ministry needed a single, branded learning destination where IKM operators across the archipelago could access curriculum, training cohorts, and progress tracking under a credible government identity. Procurement, security, and accessibility expectations were institutional.
Three problems we had to solve
- 01
Operate inside ministry-grade security, identity, and audit constraints from day one.
- 02
Serve a national audience with highly variable connectivity and device profiles.
- 03
Make reporting useful for both individual learners and ministry programme managers.
How we built it
- 01 / Step
Federated identity through Keycloak so the platform can plug into the Ministry's broader citizen-identity surface without re-issuing credentials.
- 02 / Step
Curriculum modelled around IKM industrial pathways, with prerequisites, cohort cycles, and certifiable competencies.
- 03 / Step
Reporting layer with role-aware dashboards — individual progress for learners, cohort health for facilitators, programme reach for the Ministry.
- 04 / Step
Hardened CI/CD with environment promotion, audit logs, and review gates suitable for government deployment.
Operating reality, post-launch
- ●
Live and serving IKM nationwide as part of the Ministry's industrialisation programme.
- ●
Programme managers gained visibility they previously lacked — completion, cohort health, regional uptake.
- ●
Architecture is portable: the same pattern now informs adjacent ministry initiatives.
— The engagement validated AyoTech's capability to deliver government-grade software under institutional constraints.
